Wedlock (1991)

Written by Broderick Miller and directed by Lewis Teague, Wedlock (aka Deadlock) follows diamond thief Frank Warren (Rutger Hauer) who after a recent robbery is betrayed by his best friend Sam (James Remar) and his fiancée Noelle (Joan Chen), who turns him into the authorities.

Frank is sentenced to 12 years imprisonment at Camp Holliday, an experimental prison where each convict is given an electronic collar containing an explosive device which is electronically connected to another inmate. If any inmate tries to escape from Camp Holliday and is separated from the collar-mate by more than 100 yards, their collars will explode. Danny Trejo pops up as one of the inmates briefly whilst Ismael ‘East’ Carlo appears as a Chief Officer!

Anyway as to what is left of the plot, Frank is connected to is Tracey Rigg (Mimi Rogers) and Tracey and Frank both escape with their collars intact. On the run from the authorities, Tracey and Frank are also pursued by Sam and Noelle, who want Frank to lead them to the diamonds. Can Frank and Tracey escape without being more than 100 yards apart?
