The movie takes place in a world where memories of friends have been replaced with other people and Kamen Rider is seen as a work of fiction. The history of the Heisei Riders, which began with Kamen Rider Kuuga, is being erased.

The previously revealed Super Time Jacker, Tayd, is after a Kamen Rider-loving young boy named Shingo, who has entered into a contract with Fuutaros, a new Imagin, voiced by Kenicho Takito. During the movie, Sento will be brainwashed after battling Another Den-O, Another W, and Tayd. Viewers will also revisit the Kuriogatake, the ruins where Arcle, Kamen Rider Kuuga‘s belt was originally discovered.
